But it was Berlusconi\u2019s transformative impact on Italian society and culture that has been arguably the most noteworthy \u2014 and controversial \u2014 part of his legacy.<\/p><h2 class=\"wp-block-heading\"><em>Berlusconismo<\/em>: &#8216;Cancer&#8217; or &#8216;revolution&#8217;?<\/h2><figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"828\" height=\"637\" src=\"https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1.jpg\" alt=\"\" class=\"wp-image-6661\" srcset=\"https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1.jpg 828w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1-300x231.jpg 300w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1-768x591.jpg 768w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1-600x462.jpg 600w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1-78x60.jpg 78w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-2-1-117x90.jpg 117w\" sizes=\"auto, (max-width: 828px) 100vw, 828px\" \/><figcaption><sup>Silvio Berlusconi speaks at a political rally in Milan&#8217;s Duomo square, Italy. 31 March 2008.ALBERTO PELLASCHIAR\/AP<\/sup><\/figcaption><\/figure><p>Berlusconi&#8217;s arrival into Italian politics came in the midst of years of turmoil which had ransacked the country\u2019s party system, and left the political landscape with a void &#8211; one he was swiftly able to fill.<\/p><p>Most commentaries on Berlusconi have consequently tended to look at his impact after his so-called&nbsp;<em>discesa in campo<\/em>&nbsp;(&#8220;descent into the field&#8221;, borrowing from football jargon) in 1994, and how he led four right-wing governments which brought together both neo-fascist forces (to which current PM Giorgia Meloni belongs) and the regionalist Northern League.<\/p><p>But as the owner of a business empire which had three top private TV channels, a newspaper, publishing house, theatre and the world-renowned A.C. Milan football club, Berlusconi had Italy under his chokehold since the 1980s, well before his political career could spread its wings.<\/p><figure class=\"wp-block-image size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1.jpg\" alt=\"\" class=\"wp-image-6662\" width=\"828\" height=\"637\" srcset=\"https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1.jpg 828w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1-300x231.jpg 300w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1-768x591.jpg 768w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1-600x462.jpg 600w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1-78x60.jpg 78w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2023\/08\/Berlusconi-legacy-3-1-117x90.jpg 117w\" sizes=\"auto, (max-width: 828px) 100vw, 828px\" \/><figcaption><sup><em>TV show &#8220;Striscia la Notizia&#8221;, 1 October 2002.<\/em>GIUSEPPE ARESU\/AP2002<\/sup><\/figcaption><\/figure><figure class=\"wp-block-pullquote\"><blockquote><p>The mogul\u2019s Mediaset channels, which offered an alternative to the country\u2019s state-owned RAI network, flooded the Italian media landscape with a very new brand of television. <\/p><\/blockquote><\/figure><p>Glossy, gaudy, and gossipy, they exposed the Italian public to American soaps \u2014&nbsp;<em>Dynasty<\/em>&nbsp;being the most prominent among them \u2014 and were dominated by lowbrow talk and variety shows, namely&nbsp;<em>Striscia la notizia<\/em>, presented by scantily-clad showgirls (known as&nbsp;<em>veline<\/em>). Clothes were looser, the language cruder, and such an erosion of certain public mores left a profound mark on the nation\u2019s image, changing the format of national TV networks and the public\u2019s everyday vernacular and aspirations.<\/p><p>Indeed, such a new cultural climate ended fuelling the aspirations of countless Italians, who dreamed of a lucrative TV career within one of his networks.<\/p><p>&#8220;Without TV, you couldn\u2019t do anything,&#8221;&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=rAFVjNhdlhA\"><strong>said Lele Mora<\/strong><\/a>, one of Italy\u2019s best known talent agents, a Berlusconi aide, and convicted pimp. \u201cIt\u2019s a magic box&#8230; People see you from home, and you become popular.&#8221;<\/p><figure class=\"wp-block-pullquote\"><blockquote><p>Berlusconi would eventually wed his media visions to his political ambitions, pioneering what came to be described as&nbsp;<em>ilBerlusconismo<\/em>, or &#8220;Berlusconism&#8221;.<\/p><\/blockquote><\/figure><p>Blurring the line between politics and entertainment, and treating his voters as consumers, this signalled the start of a new, kitschy \u2013 campy, even \u2013 approach to politics which had hitherto been alien to Italy&#8217;s rather stuffy political establishment.
