{"id":7321,"date":"2024-01-15T06:07:27","date_gmt":"2024-01-15T11:07:27","guid":{"rendered":"https:\/\/panoramitalia.com\/?p=7321"},"modified":"2024-01-15T06:07:30","modified_gmt":"2024-01-15T11:07:30","slug":"italys-one-euro-houses-who-can-buy-one-and-how-does-it-work","status":"publish","type":"post","link":"https:\/\/panoramitalia.com\/index.php\/2024\/01\/15\/italys-one-euro-houses-who-can-buy-one-and-how-does-it-work\/","title":{"rendered":"Italy\u2019s one euro houses: Who can buy one and how does it work?"},"content":{"rendered":"<h3 class=\"wp-block-heading\">Spoiler alert: the whole project will cost you a little more more than \u20ac1<\/h3><div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div><p>With property prices in the&nbsp;<a href=\"https:\/\/www.independent.co.uk\/travel\/uk\">UK<\/a>&nbsp;out of reach for many&nbsp;<a href=\"https:\/\/www.independent.co.uk\/news\/uk\/politics\/first-time-buy-property-mortgage-b2469859.html\">first-time buyers<\/a>, and homeowners dreaming of a second pad in the&nbsp;<a href=\"https:\/\/www.independent.co.uk\/travel\/inspiration\/cheap-winter-sun-holiday-destinations-b2469882.html\">sun<\/a>, the idea of snapping up an&nbsp;<a href=\"https:\/\/www.independent.co.uk\/travel\/europe\/italy\">Italian<\/a>&nbsp;casa for 86p is intoxicating.<\/p><p>Several small&nbsp;<a href=\"https:\/\/www.independent.co.uk\/travel\/europe\/italy\/best-italy-holiday-destinations-b2365549.html\">Italian<\/a>&nbsp;towns have hit the headlines for selling off vacant houses for \u20ac1 a pop in the past couple of years.<\/p><p>But how does the scheme work, and who is eligible to snap up one of these bargain villas in the sun?<\/p><h2 class=\"wp-block-heading\">Why is Italy selling houses for \u20ac1?<\/h2><p>As young Italians increasingly migrate to the city and choose cosmopolitan jobs over rural and community vocations, many of\u00a0<a href=\"https:\/\/www.independent.co.uk\/travel\/independent-traveller\/collection\/hotels-in-italy\">Italy<\/a>\u2019s prettiest remote villages are becoming abandoned, with tiny, ageing populations that are beginning to die off.<\/p><p>Some elderly Italians have found themselves with no one to leave their house to, bequeathing it instead to the local authorities, who have to decide what to do with it, while some younger citizens have inherited properties in areas they have no intention of moving to.<\/p><p>Having a second home in Italy means paying taxes, so selling these unused houses off cheaply can be more lucrative than keeping them.<\/p><p>That\u2019s why around 25 Italian municipalities are making prospective homeowners an offer they can\u2019t refuse &#8211; a house for the symbolic price of \u20ac1.<\/p><figure class=\"wp-block-pullquote\"><blockquote><p>The idea is, having these homes improved and occupied in the next few years is worth more to the towns than selling them off at full price.<\/p><\/blockquote><\/figure><p>\u201cWe do not need new constructions and new overbuilding. The strategy to improve the housing environment and reclaim our cultural identity is to revive the small abandoned centres or to redevelop buildings in a state of abandonment, with a story that is our history,\u201d reads a statement by the team at&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/1eurohouses.com\/\">1eurohouses.com<\/a>.<\/p><p>Local authorities in areas such as Emilia-Romagna, Abruzzo and Campania also hope an influx of new homeowners will stimulate the economy, as they buy local produce, employ local construction workers, pour money into local venues and attractions, and even boost tourism by creating boutique&nbsp;<a href=\"https:\/\/www.independent.co.uk\/travel\/independent-traveller\/collection\/hotels-in-italy\">hotels<\/a>&nbsp;or B&amp;Bs.<\/p><h2 class=\"wp-block-heading\">What\u2019s the catch?<\/h2><figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-1024x576.jpg\" alt=\"\" class=\"wp-image-7323\" srcset=\"https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-1024x576.jpg 1024w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-300x169.jpg 300w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-768x432.jpg 768w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-600x338.jpg 600w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-107x60.jpg 107w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1-160x90.jpg 160w, https:\/\/panoramitalia.com\/wp-content\/uploads\/2024\/01\/1-euro-2-1.jpg 1098w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><p>You\u2019re not buying a shiny new villa &#8211; houses selected for the scheme are often dilapidated and require major structural improvements. You\u2019re investing in a fixer-upper, not acquiring a ready-to-move-in home.<\/p><p>However, the cost of renovations is still relatively low compared to other countries &#8211; in the region of \u20ac20,000-50,000 depending on the size of the property.<\/p><p>While most houses are humble village homes or cottages, some stately homes are also on sale, with a much higher price tag attached. The sellers of this\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.propertyguides.com\/italy\/news\/italian-property-one-euro\/\">former monastery outside Bologna<\/a>\u00a0estimate essential renovations could cost \u20ac1.5m.<\/p><p>Legal fees for buying a house abroad can add up to \u20ac3,000 on top of this, and some municipalities also ask for a \u201cguarantee fee\u201d (from \u20ac1,000 to \u20ac10,000 depending on the town and the cost of the renovation project) to prove you\u2019re committed to improving the property.<\/p><figure class=\"wp-block-pullquote\"><blockquote><p>On the upside, Italy does provide a\u00a0<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.italy-uk-law.com\/italian-news\/superbonus-the-new-tax-credit-for-italian-property-improvements\/\">\u2018superbonus\u2019 tax exemption<\/a>\u00a0for buyers that covers 110 per cent of qualifying building expenditures.<\/p><\/blockquote><\/figure><p>You won\u2019t be able to make vague promises about refurbishing your new pad sometime in the future, either &#8211; new owners are required to submit details of a renovation project within two to 12 months of purchase (depending on the location), start work within one year, and complete it within the next three.<\/p><p>It\u2019s also worth noting that not every property ends up being sold for just a euro. Popular houses have become the subject of a bidding war, with several going for \u20ac5,000 or even \u20ac20,000.<\/p><p>So this is a scheme for people who have some savings stored up beyond the initial euro.<\/p><h2 class=\"wp-block-heading\">Who can buy a one euro house?<\/h2><p>\u201cIs it true or is it a joke?\u201d reads a section of the website&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"http:\/\/v\/\">case1euro.it<\/a>, which lists \u20ac1 properties currently for sale in Mussomeli, 60 miles south of&nbsp;<a href=\"https:\/\/www.independent.co.uk\/travel\/europe\/italy\/palermo-city-guide-sicily-italy-b2352431.html\">Palermo<\/a>, Sicily.<\/p><p>It is not a joke. Rules differ from town to town, but in the case of Mussomeli, buyers must have the financial and practical wherewithal to:<\/p><ul class=\"wp-block-list\"><li>Support all expenses for the drafting of the deeds of sale (notary, registration, transfer)<\/li><li>Prepare a project for the renovation of the property within one year of purchase, acquiring any permissions needed<\/li><li>Start work within two months of the date of issue of the building permit<\/li><li>Conclude work within three years<\/li><li>Put down a \u201cguarantee policy\u201d deposit of \u00a35,000 (\u00a34,314), which they will lose in the event that the work doesn\u2019t go ahead within three years<\/li><\/ul><p>In Mussomeli, you can do whatever you like with the interior of the property, but must keep the facade looking as it did originally.<\/p><p>Small print goes on to say that you are entitled to renovate the property yourself, or with your choice of workers.<\/p><p>This is the route that French buyer Morgane Guihot and her husband took,&nbsp;<a rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/edition.cnn.com\/travel\/article\/italy-one-euro-home-buyers\/index.html\">telling CNN in 2019<\/a>: \u201cAs we\u2019re both artisans and renovators we did most of the work ourselves, which was minimal, and it was great seeing our two-room house come to life again.\u201d<\/p><p>Most towns who have set up a \u20ac1 house scheme have similar financial requirements &#8211; you\u2019ll have to check the specific requirements of the town you want to buy in.
